Clusters and publishing a wiki

A cluster is a curated, ordered set of documents that already exist — a side nav pointing at your library. A cluster holds no content of its own.
Visibility
A cluster sits on a three-step ladder:
- Draft — you, plus the organization's owners and admins.
- Internal — everyone in the organization who can open Docs. Not on the web.
- Public — everyone in the organization, and publishable to the web at your wiki address.
Publishing
Only owners and admins can publish a cluster or change its public address. Anyone on staff can take it down — an organization must always be able to unpublish quickly.
Your public address
A published cluster keeps its address even after it is unpublished, so republishing does not strand the links you gave people.
